Are you sure?  I.e. asking the schedd directly via

  condor_config_val -schedd MAX_JOBS_RUNNING

confirms it?

Has anyone ever seen anything like this? It's a Linux
scheduler (RHEL 5.9) running HTCondor 7.6.3 (yeah, I know, I'm working
on it).
