Re: [Condor-devel] NEGOTIATOR_MAX_TIME_PER_SUBMITTER no longer useful?

What about as we walk toward a more RR negotiator - async w/ schedd was one milestone?

When/if we merge in the other half of the async negotiation as per the patch/paper attached to ticket
  https://condor-wiki.cs.wisc.edu/index.cgi/tktview?tn=1069
then I agree, we won't need this knob anymore.

Negotiation is only async on the schedd side. The schedd doesn't block.
The negotiator still blocks as it goes through each submitter serially.
So if the concern is to prevent the negotiation cycle from being slowed
down by unreasonably expensive submitters, I'd say this knob still
serves a purpose.

NEGOTIATOR_MAX_TIME_PER_SUBMITTER will bound the amount of time the
Negotiator will spend with a Schedd. In the new world of 7.6 and async
negotiation, does this param still serve a purpose?
