Negotiation is only async on the schedd side. The schedd doesn't
block. The negotiator still blocks as it goes through each submitter
serially. So if the concern is to prevent the negotiation cycle from
being slowed down by unreasonably expensive submitters, I'd say this
knob still serves a purpose.
