[Condor-devel] BIND_ALL_INTERFACES

I thought we had agreed to set BIND_ALL_INTERFACES=True by default, but 
that doesn't appear to be how condor is currently implemented.  Am I 
forgetting some problem with doing this?  Having it default to false 
just makes it all that much harder for people to get started using 
Condor, in my opinion.
