Yes, I could not execute "make-personal-from-tarball" immediately after unpacking and file permissions were not at 755.

Even after changing the permissions, I still get the same error message. I will try a different OS to see if that makes a difference

I'm wondering if, for some reason, the tarball got unpacked without the correct permissions on files. From inside the unpacked condor directory, every file in ./bin (which should be symlinked to ./usr/bin) should have 755 (rwxr-xr-x) permissions,Âexcept for links. Can you check and see if that's indeed the case on your end?
