Hi Tim,

I guess it might be related to the upstream issues also Oliver has observed.

E.g., the server hosting the repos is throwing a 404 for the keys, i.e,
  https://htcss-downloads.chtc.wisc.edu/repo/keys/HTCondor-25.0-Key
