Hello Lee,
We keep our LTS repositories around for as long as practical. So, we
have 8.8, 9.0, 10.0, and 23.0 repositories online. The 10.9 was the last
of the 10.x new feature versions and that leads into the 23.0 LTS
release. We thought, perhaps incorrectly, the people on our new feature
releases would migrate to the next new feature release. So, anyone on
10.x would go to 23.x.
HTCondor 10.9.0 leads directly into 23.0.0. So, the latest 23.0 is going
to be close in functionality to 10.9.0. Take a look at the upgrade
documentation to be sure:

If it is a hardship for you, I can restore the 10.9.0 repositories from
archive. Just let me know.
