That is certainly strange. At this point, 23.x is unsupported. In September, we moved to new repository servers. We put in redirects from https://research.cs.wisc.edu/htcondor/repo/ to https://htcss-downloads.chtc.wisc.edu/repo/  We updated the repository definitions for 24.0, 24.x, 25.0, and 25.x to go directly to the new server.

I have no idea why you see partial results. Perhaps, the redirects are causing issues on Rocky. HTCondor 24.0 and 23.x would only have minor differences. Perhaps, upgrading to 24.0 would be seamless. https://htcss-downloads.chtc.wisc.edu/repo/24.0/htcondor-release-current.el9.noarch.rpm

You probably should upgrade to a more recent version. Read the upgrade guides to see if there are special situations:

After dnf makecache we cant find htcondor, only a couple of rpms:

 #  dnf list --available --repo=htcondor
