The first release that had any support for Enterprise Linux 9 was HTCondor 10.2.0. However, we had significant challenges getting cgroup v2 support correct. The earliest version that has all the cgroup v2 shortcomings fixed is HTCondor 23.10.1. At that point, you may as well use HTCondor 24.0.1. We did back-port the cgroup v2 fixes to HTCondor 23.0.17. So, that is an alternative.

Sorry, the is no HTCondor 9 support for Enterprise Linux 9.
