[HTCondor-users] submitter ceiling not limiting the core usage

Hello Experts,

Condor Version:

$CondorVersion: 9.0.17 Sep 29 2022 BuildID: 607845 PackageID: 9.0.17-1 $
$CondorPlatform: x86_64_CentOS7 $

Set the ceiling limit to 2 still it allows me to fully populate the worker node with 25 cores. I thought it would only allow me to run 2 jobs each with a single core.Â
