Configuration variables allow the condor_schedd daemon (which runs on each machine that may submit jobs) to implement flocking. The exception being FLOCK_FROM which is a list used to set read/write permissions on a remote collector and startd.
Sorry, in case it's not clear: I added that "The exception..." sentence. That's not in the manual (though, no reason why it couldn't be).
