So every Submit Node I need to Flock, must have the FLOCK_TO line in the condor_config.local file?

I dont understand if the Flock is Node to Node or Central Manager to Central Manager, can someone tell me which of this choices is?

It's from a scheduler to a central manager. With FLOCK_TO you're giving a condor_schedd instance a list of central managers that it can talk to if it can't find machines in its home pool to run jobs on.
