Derek,

PREEMPT is an expression that says when the machine should kick off a 
job (e.g. because a desktop user has started typing on the keyboard).

PREEMPTION_REQUIREMENTS is an expression that says when the negotiator 
should let a user with better priority take a machine away from a user 
with worse priority.

These two policies are independent.
