[Condor-users] PREEMPT vs PREEMPTION_REQUIREMENTS

Hello,

I have a quick preemption question.  If PREEMPTION_REQUIREMENTS evaluates to TRUE on the negotiator for a host, then does it matter what PREEMPT evaluates to on the startd?  

Does the negotiator force a preemption on the host even if PREEMPT is FALSE?
