The central manager is running master, negotiator, collector, startd and schedd. The submit machine is running master, startd and schedd. I can submit jobs from the central manager which will run on both machines, but when I submit jobs from the submit machine, they only run on the submit machine.

Does condor_status show the machines forming into one pool?
If yes, is there something that you see in the StarterLog on the
execute machine
or the ShadowLog on the submit machine which looks suspecious?
What does "condor_q -better <jobid>" say ?
