In condor 6.6.6, there is no way to stop more jobs from running on the 
existing claim without disturbing jobs.  In condor 6.7.x, you can use 
the -peaceful shutdown option.  In 6.6.6, you can stop new resource 
claims from getting formed by reconfiguring the START expression, but 
this will not prevent more jobs from being run under the same claim.

I don't think it will work to kill the stard and leave the starter 
running.  Someone please correct me if I am wrong.
