When condor is started as root, it switches to user condor for most of its
life, changing back to root only when necessary. Running condor this way
currently breaks condor_submit -s for globus jobs. We're actively working
to fix this. If you are the only person using this installation, you can
start condor as yourself and condor_submit -s will work.
