On this one, quite a few of the problem tickets are ones that are
duplicates and were resolved. Duplicate tickets should not be marked as
"resolved", they should be marked as "abandoned". "Abandoned" status is
for tickets that are mistakes, duplicates, or should otherwise go away
and had no work done.
