Note there are two levels of resource allocation here, sharing some
terminology, which gets confusing. There are plain-old accounting
groups, where the jobs just declare which group there are in, and this
group name effectively replaces the name of the submitter for accounting
purposes; and, there are accounting groups with group quotas. There
have been a lot of changes with the latter starting in 7.6, but the
accounting group with quota algorithm has never allocated resources to
groups based on "fair share", or historical usage. The former does take
into consideration historical usage.
