It also probably makes some difference when Simics models I/O.

But does it really matter?  I personally don't think so as long as you
aren't too off (setting Simics to 20MHz probably isn't good idea).  I set
my Ruby/Opal parameters (e.g. L2_RESPONSE_LATENCY and etc) to match my
target technology assumptions regardless of what Simics thinks the exact
clock frequency is.
