Subject: [DynInst_API:] COMMIT: properly limit stack mods to x86/x86-64
Two commits to clean up stack modifications:

(1) define cap_stack_mods and properly limit stack mods to x86,x86_64.
(2) move x86-specific emitters out of the Emitter class
