[Chtc-users] Note for SOAR projects in our Center/Campus

If your submit node does not use SOAR for
production you can ignore this message

SOAR has used Condor-C as a tool to route
R library builds and Matlab compiles for
code updates.

This will no longer be viable. Your projects
will need to be updated and you will need
a new SOAR which uses new Build Slots.
