I'd like to know if it's possible to have a set of "clients" running windows
and other set running linux simultaneously and submitting jobs to the same
server.
Absolutely, you can do that.
Of course, if you submit a job, you'll either need to specify what
operating system it needs to run on, or you'll need to specify binaries for
each operating system. By default, when you submit a job from Windows,
Condor assumes you want to run on Windows. The same is true for Linux. You
can override this.

By the way, is there any graphic/web interface to job submission and
administration?
