So if I start condor using sysctl, via tasket will Detected cores on machine will change?
And what will happen if I have also set Count_Hyperthreaded_cpus = False

If you really want to keep all HTCondor daemons, and not just the job
from running on a given core, I would look at the systemd CPUAffinity
setting in the HTCondor unit. This can prevent the condor_master, and
all child processes from running on a particular core.
