version 23.9.6 will be part of Debian trixie, i.e. you could install 
that one directly: https://packages.debian.org/trixie/condor

And as Tim has written and based on past experience, I expect them to 
build any new condor release for trixie as well - after trixie has been 
released, i.e. in about 2-3 weeks from now.
