[HTCondor-users] HTCondor 23.0.24, 23.10.24, 24.0.7, and 24.7.3 Released

The HTCondor team is pleased to announce the releases of
HTCondor 23.0.24, 23.10.24, 24.0.7, and 24.7.3

Changes in 23.0.24 include:
- Fix inflated cgroups v2 memory usage reporting for Docker jobs

Changes in 23.10.24 include:
- All changes in 23.0.24
- HTCondor tarballs now contain Pelican 7.15.1 and Apptainer 1.4.0

Changes in 24.0.7 include:
- With delegated cgroups v2, job out-of-memory no longer affects the pilot
- All changes in 23.10.24

Changes in 24.7.3 include:
- All changes in 24.0.7
- condor_who now works for Glideins
- Can add arbitrary credentials to be used by the file transfer plugins
- Fixed WLCG token generation in the local credmon
- Can limit the number of times that a job can be released
- EP administrators can enforce no outbound networking for jobs
- Add ability to use authentication when fetching Docker images
- condor_watch_q now displays when file transfer is happening
- To provide more consistency, using swap for jobs is disabled by default
