I musunderstood.  you can use condor_job_router_info if the router is not a CE.

Unfortunately we run this in an AP . There's no
condor_ce_job_router_info command :-(

JobRouterLog only has this, which was not enough to spot the problem

11/20/24 00:09:17 JobRouter: route T1_DE_KIT converted to :
     NAME T1_DE_KIT
     Name = "Overflow:T1_DE_KIT"
     EditJobInPlace = True
     Requirements = (DESIRED_SITES=="T1_DE_KIT")
     SET NEW_SITES "T2_DE_DESY"
     SET HasBeenOverflowRouted True
