The condor-stash-plugin should be a weak dependency. I plan to add that in for the April release. Feel free to change to the dependency from Requires: to Recommends:
HTCondor will work fine with the file transfer plugin to transfer data using the OSDF (Open Science Data Federation).

i see it has fedora/centos and i was able to build it on rhel9, so i'm not sure if there's a specific reason it's left out
