The specifications on HTCondor's ganglia hooks are https://htcondor.readthedocs.io/en/latest/admin-manual/monitoring.html#ganglia. I don't believe there is a community blessed procedural setup for monitoring via ganglia. Have you asked for any setup documentation from the Ganglia team themselves?
