subprocess with `shell = False` (the default) will pass the argument to 
exec() as is, i.e.
Popen(["condor_chirp","set_job_attr_delayed","Chirp_myThing",'"string,with,comma"']) 
should pass it "string,with,comma" incl. the double quotes.
