EL9 required many changes for cgroups v2. These were considered too invasive for an LTS version.

So, EL9 support is only available in the feature version. (10.2.0 right now, and 10.3.0 next week.)

Hello,  I'm unable to install LTS version for el9;
- Looking here (LTS):
https://research.cs.wisc.edu/htcondor/repo/10.0/el9/x86_64/release/
there are no rpm packages. However they are present for 10.x :
https://research.cs.wisc.edu/htcondor/repo/10.x/el9/x86_64/release/

Here is attempt running the gethtcondor.sh script

A Long Term Support (LTS) release contains significant bug fixes.

- Improved condor_schedd scalability when a user runs more than 1,000 jobs

- Fix issue where condor_ssh_to_job fails if the user is not in /etc/passwd

- The Python Schedd.query() now returns the ServerTime attribute for Fifemon

- VM Universe jobs pass through the host CPU model to support newer kernels
