I filed a bug against that behavior and the fix is coming in 10.0.7. / 10.7.0.
In the meantime you can find out the real story by setting the appropriate DEBUG setting to D_FULLDEBUG D_SECURITY:2
(where it will list each token it is examining in gory detail).
