The 10.2.1 release a patch update release for the feature series. The 
patch update versions go through abbreviated testing (not appropriate 
for LTS versions). Then next LTS version is scheduled for February 21st 
according to our release plan: https://htcondor.org/htcondor/release-plan/

This change will be in the next LTS version.

Be aware, once Ubuntu 18.04 goes out of support in April 2023, we will 
no longer build for Ubuntu 18.04.
