condor-stash-plugin

is missing in the EL9 repo (it is present in EL7 + 8 repos).

Is it simply an oversight or is this part still work-in-progress?

The HTCondor team is pleased to announce the release of HTCondor 10.2.0.
This release contains all of the changes from the 10.0.1 LTS release.

Changes in the release include:
- Preliminary support for Enterprise Linux 9
- Preliminary support for cgroups v2
- Can now set minimum floor for number of CPUs that a submitter gets
- Improved validity testing of Singularity/Apptainer runtime
- Improvements to jobs hooks, including new PREPARE_JOB_BEFORE_TRANSFER hook
- OpenCL jobs now work inside Singularity, if OpenCL drivers are on the host
