I found htcondor8.8 module in /usr/local/lib64/python3.6/site-packages/ directory which is installed by pyenv.


Deleting and reinstalling an RPM package was irrelevant to the issue. 


However, I misunderstood that the error did not occur because the current directory was inside the library directory.  


I'm sorry for the confusion.

I solved this problem after removing below directories manually and re-installed python3-condor package.

/usr/lib64/python3.6/site-packages/htcondor

/usr/lib64/python3.6/site-packages/htcondor-10.0.0-py3.6.egg-info

/usr/lib64/python3.6/site-packages/htcondor_cli
