[HTCondor-users] Disable/Enable preemption.

Hi All. 

Beacuse preemption is expensive and also slow down the matching.

I wish to enable preemption at 95% pool utilization. 

Will do it via external script maybe it should be a default

Do you see any downside for this approach?
