    BatchRuntime is not used in the HTCondor-CE + HTCondor case. In
    HTCondor-CE 5.0.0 [1], we've added a similar SYSTEM_PERIODIC_REMOVE
    clause [2]. If you're interested, HTCondor-CE 5.0.0 is available in
    the release candidate repository
    (https://research.cs.wisc.edu/htcondor/repo/8.9/el7/rc/) if you'd
    like to give it a spin; you'll want to make sure that you consult
    the instructions for updating to HTCondor-CE 5.
