[HTCondor-users] absolute quota not being honored

Using absolute quota, I have something simple like this

GROUP_NAMES = group_a

GROUP_QUOTA_group_a = 10

I have GROUP_ACCEPT_SURPLUS as false.

When I submit 100 jobs, I can confirm the accounting group looks like this:

AccountingGroup = "group_a.userA"

AcctGroupUser = "userA"

I see 39 jobs running. Why is that? I would expect only 10 to run.Â
