It does sound like you have a version of HTCondor that is built for a different operating system. I would uninstall your current HTCondor and install the latest build that is still available in our repositories. For CentOS 5.5, you can get HTCondor 8.2.10 from the "previous" repository: https://research.cs.wisc.edu/htcondor/yum/repo.d/htcondor-previous-rhel5.repo This release (8.2.10) of HTCondor is totally unsupported at this time. Hm - I'm stumped. To the best of my knowledge, CentOS 5.5 isn't officially supported anymore*, so I don't know where to find the most recent binaries.
Tim Theisen might have a recommendation on the best way to proceed.

This is the sort of thing that I would expect if you mixed a RHEL7 build with a RHEL6 OS (or vice-versa).
Can you send the exact RPM versions and the contents of /etc/redhat-release? (Or the Debian equivalents, if that is your platform?)
