There was a thread a while back, /etc/tmpfiles.d/condor.conf should take
care of this. Seems to work on 8.2/centos 7 as long as lennartware can
get numbers for condor:condor.

(tmpfiles.d runs before the network, condor service starts after the
network, so if you have condor:condor in a directory service it resolves
in condor's ExecStartPre but not in tmpfiles.d)
