HTCondor writes the body of the message
to STDOUT.
Your "Mail Handler" Command
will substitute the condor_mail command and should get the other informations
("To:", "From:", "subject:"),
reads STDOUT to get the body of the message and interface these informations
with the mailing system you have available.

We needed to use this because in our
IT environment desktops are not allowed to send mails.

How does one write a wrapper around mail(x) for condor?
Is condor emitting "To:", "From:", "subject:"
? 

Can anyone provide a simple example of it so I can try
to build a solution around it?

The jabberd v2 XMPP server includes a SMTP to XMPP script
called
email_alert.sh for just this kind of use.
