[Condor-users] defaults for submit files

How does one set system wide defaults for condor submit description  
files?

E.G. I want all jobs submitted on our main submit host to default to:
copy_to_spool=FALSE
 I'm on the verge of replacing condor_submit with a perl wrapper that  
does that.

Could  that be set when I installed?
