Unless Condor's authentication code on Windows has changed since I last looked at, no, unfortunately, there is no way around using condor_store_cred on Windows.  However, there are a number of people on the this list who run large Windows based Condor pool, so they may have some advice on how to manage users over a large number of machines.

Yes, there is.  The quickest way to get it running on Windows may be by configuring a personal Condor on your machines through the latest Condor installer, then using the generated configuration options in your production configuration.
