To debug this, it may help to turn on logging in the procd.  Example:

PROCD_LOG = $(LOG)/ProcLog

Adding more debug verbosity may also help:

SCHEDD_DEBUG = $(SCHEDD_DEBUG) D_PROCFAMILY D_FULLDEBUG
