on the central manager machine, the negotiator log says

attempt to connect to <submit machine:38349> failed: Connection refused (connect errno = 111).

 

if I use ssh to connect one machine to another, it works. So I do not know what cause this problem.

What does your logs state?  They should give an insight into the cause
