condor_submit already dose the equivalent of condor_reschedule
after submitting a job.  You can disable this behavior with
SUBMIT_SEND_RESCHEDULE=FALSE.  Also, if a reschedule has been
done "recently" (30 seconds, I think), the new reschedule request
will be ignored.
