Check out <SUBSYS>_LOCK in section 3.3.4 of the 7.0.0 manual (http://www.cs.wisc.edu/condor/manual/v7.0 
). This designates a lock file that ensures multiple gridmanager  
processes don't clobber each other's writes to the daemon log.
