All I can suggest is you check the spelling of CONDOR_HOST then
I seem to remember something about using names rather than IP addresses
to prevent certain problems, but that was a while ago.
If you have a daemon that is running you can query it with
condor_config_val - there is an option which tells you where the value
is defined,
that might give some info.
