You missed step 1.5:
Add WEIGHTED_RANK to STARTD_ATTRS (like this):
STARTD_ATTRS = WEIGHTED_RANK

For more details, see 3.3.5 DaemonCore Configuration File Entries in the 
Condor Manual.
