Hmm, I hadn't noticed the "start" before. I have just done "help start"
(I don't know much about Windows) and it says:
"Starts a separate window to run a specified program or command."
That doesn't sound like the sort of thing that will run under condor.

What happens if you change "build.bat" to run build_looks.exe directly ?
